POST TITLE:                          Building Services Supervisor (Mechanical)

DEPARTMENT:                     Estates, Hospitality & Contract Services

RESPONSIBLE TO:               Head of Maintenance

MAIN PURPOSE OF JOB

 

To ensure that all Mechanical equipment and associated controls are maintained as designed in accordance with statute requirements, legislation and good practices.

To manage the day to day operations of the University on behalf of the Department of Estates in relation to remedial and Reactive works carried out by the directly employed University Maintenance team

To ensure the in-house maintenance team complies with the Performance Monitoring Regime (PMR) regularly meeting and reporting on KPI’s, delivering a high quality service

To ensure that Building Mechanical Services and associated controls are designed and maintained in accordance with statute requirements, legislation and good practices.

 

To assist Capital Projects in the design, supervision and project management of new installation services.

 

Responsibilities and Duties

Project Management of (M2) works from conception through to completion, ontime and within budget constraints, in liaison with other project team members to   ensure client requirements are achievable and agreed before implementation.

 

To be responsible for the control, supervision and monitoring of all the University’s heating,

ventilation, air conditioning and associated controls via the BMS System,

 

To set high standards of workmanship associated with the Mechanical and associated

controls work carried out by the University’s own direct and contracted labour; identify

training requirements when and where necessary.

 

To be responsible for the design, specification and management of minor works (M2’s)

alterations and upgrades to the Mechanical Services, liaising with other members of the

Department of Estates as appropriate. 

 

To liaise with the University Helpdesk, with Prioritising reported jobs relating to the

reactive maintenance of the University, managing the process taking the jobs from the

helpdesk to completion

 

Responsible person for Confined Space Management – Induction of Contractors issuing

of Confined Space Permits and monitoring of work

 

 Line Management responsibilities for  the In-house maintenance team

 

To ensure high standards of workmanship associated with the Mechanical, Electrical and

associated controls work carried out by the In House Maintenance Team.

 

Ensure that specialist contractors and sub-contractors carry out their tasks in accordance

with good practice and current legislation.

 

To carry out regular, scheduled Health and Safety audits and quality checks of work

carried out by the In House Maintenance Team

 

To review and agree Risk Assessments and Method Statements for all works prior to

issuing Permit to Work documents.

 

Providing cover and support for the Building Services Engineer as required, due to annual

leave and absence.

 

To carry out regular, scheduled audits of the Permit to work system

 

To provide advice and assistance to the Head of Maintenance and other Department of

Estates, Hospitality & Contract Services staff in matters relating to the Building Services of

the University.

 

To attend meetings as a representative of the Head of Maintenance, both internally

and with professional advisors/consultants engaged on projects for the University, as

requested by the Director of Estates, Hospitality & Contract Services.

 

To provide management reporting information as requested by the Head of Maintenance

 

To communicate with customers with regular updates and feed back in relation

to requested works and any works liable to affect them.

 

Any other duties required in order to fulfil the role.

 

STANDBY

 

A requirement for this position is for the post-holder to participate in a stand-by rota system encompassing all of the University’s sites.

This requires a twenty-four hour, seven day a week response, for each period on call and full details of the requirement will be made available to the successful candidate.Additionally, attendance at the University outside normal office hours will be expected whenever circumstances relating to the pursuance of professional duties so require.

 

SUPERVISION RECEIVED

The Building Services Engineer (Mechanical) is responsible to the Head of Maintenance.  Due to the nature of the position, the post holder will be expected to work with an appropriate degree of autonomy and discretion.  The Building Services Engineer (Mechanical) will be appraised by the Head of Maintenance as part of the University’s’ established staff appraisal procedures.

RESPONSIBILITY FOR BUDGETS

 

This post holder will control a budget for minor new works and alterations and shall be responsible for its efficient, economical distribution and monitoring.

External:          Professional advisors and bodies, public authorities, police, public utilities and other contractors/sub-contractors.

 

TRAVEL

Travel to and work at all University Campuses and properties.

 

The postholder will be required to hold a current valid driving licence and use their personal vehicle for day to day travel.

As a participant in the standby rota, the postholder will be an essential car user.

 

 ANNUAL LEAVE

 

All annual leave must be approved by your line manager in advance of you making holiday arrangements.  Authorisation of annual leave during peak times of the year will be subject to workload and cover availability.
